To provide a withdrawal plan support device and a withdrawal plan support model learning device that support creation of a withdrawal plan of groundwater based on actual data obtained from a withdrawal plan of a past construction work.SOLUTION: A withdrawal plan support device 100 according to the present invention has a computer 20 including an acquisition part acquiring a condition regarding a scale of construction of an object construction work and a condition regarding a region of the object construction work, and an information output part outputting information regarding the withdrawal plan of groundwater of the object construction work based on a learnt model that has learnt in advance from data for learning representing the condition regarding the scale of the construction, the condition regarding the region, a condition regarding a scale of a construction work for learning, a condition regarding a region of the construction work for learning, and information regarding a withdrawal plan of groundwater of the construction work for learning.SELECTED DRAWING: Figure 2
