To control behavior of a service robot on the basis of an environment where the service robot is installed.SOLUTION: A robot dialogue system is provided that includes: robot which has a processor and a storage device and dialogues with a user; and a dialogue server which has a processor and a storage device and controls the robot. The robot calculates utterance contents and a certainty factor using an inquiry of the user and transmits the utterance contents and the certainty factor. The dialogue server receives the utterance contents and the certainty factor from the robot, stores behavior corresponding to the utterance contents and the certainty factor into state information; selects behavior with the highest certainty factor as new behavior out of the state information; calculates costs required in executing the new behavior based on a current state of the robot; selects a combination of candidates exclusive of the behavior with the highest certainty factor as a candidate for the new behavior; calculates costs required in executing the candidate for the new behavior in the current state of the service robot; and selects behavior or a candidate for the behavior whose cost is minimum as new behavior.SELECTED DRAWING: Figure 13B
