To increase the utilization efficiency of electric vehicles in car sharing of the electric vehicles.SOLUTION: When return processing of a vehicle is performed, a charge setting device determines a zone where the vehicle has been returned (S215) and calculates a zone SOC of the determined zone (S220). The charge setting device determines whether a levelling rate discount is applied (S240). The charge setting device compares the zone SOC of a zone where a user has rented the vehicle with the zone SOC of the zone where the user has returned the vehicle. The levelling rate discount is applied if the zone SOC of the zone where the vehicle has been rented is larger than the zone SOC of the zone where the vehicle has been returned.SELECTED DRAWING: Figure 6
