To provide an oscillation circuit and metamaterial resonator based on device.SOLUTION: The device is a tuning oscillator circuit for outputting an electrical signal at a given frequency and includes: a tuning oscillator circuit with a tuning circuit capable of tuning an oscillator to a given frequency on the basis of at lest a part of either one of an input given to the device and internal noise or non-linearity in an active component of the oscillator circuit; metamaterial resonators 310, 320 connected with the tuning oscillator circuit to be operable and used to improve a quality coefficient of the device at the given frequency.SELECTED DRAWING: Figure 3A.3B
