PROBLEM TO BE SOLVED: To issue commemorative tickets that will be memories of events without the need for coordination with various ticketing systems.;SOLUTION: A commemorative ticket issuing device 1 according to the present embodiment includes a reading unit 17 that reads the ticket surface of a ticket T, a storage unit 15 that stores event-related information including the name of the event, the date and time, and the location, and a template image, an extraction unit 21 which extracts information from the ticket surface, and a generation unit 23 that generates a commemorative ticket surface image using the extracted information, the event related information, and the template image.
