To provide methods of efficiently decoding a 3-dimensional look-up table in scalable coding with color gamut conversion.SOLUTION: In an SHVC encoder, a prediction residual value is derived by decoding LSBs on the basis of information indicating the number of bits of the fixed-length LSBs determined adaptively to minimize the overall cost during entropy coding of the prediction residual value associated with a color mapping coefficient of a 3-dimensional look-up table, and decoding MSBs on the basis of information indicating the MSBs and the number of bits of the LSBs.SELECTED DRAWING: Figure 5
