PROBLEM TO BE SOLVED: To provide an apparatus and a method for reducing hazardous substances in sewage and wastewater to eliminate ecotoxicity.SOLUTION: The present invention provides an apparatus for reducing hazardous substances in sewage and wastewater to eliminate ecotoxicity, the apparatus comprising: an oxidation tank for supplying the sewage and wastewater to a main decomposition unit; and the main decomposition unit for treating the sewage and wastewater supplied from the oxidation tank, wherein the main decomposition unit comprises: a decomposition tank 2; a main electron generating device 21a, provided outside the decomposition tank 2, for generating electrons; a main electron injection line 22a for moving the electrons from the main electron generating device 21a into the decomposition tank 2; a wave generating device 24, 25, provided within the decomposition tank 2, for applying an electric field to the electrons generated from the main electron generating device 21a to activate the electrons; and a plurality of plates 26 spaced apart from the inner wall of the decomposition tank and the main electron injection line 22a.SELECTED DRAWING: Figure 3
