PROBLEM TO BE SOLVED: To provide a water-based polyurethane resin emulsion composition good in dispersibility during manufacturing and excellent in flexibility at low temperature, abrasion resistance, oleic acid resistance and water resistance and used for a surface preparation agent for artificial leather and synthetic leather.SOLUTION: There is provided a water-based polyurethane resin emulsion composition obtained by mixing an urethane prepolymer (D) obtained by reacting polyisocyanate (A) containing allophanate-modified diisocyanate (a1) and organic diisocyanate (a2), polyester carbonate diol having number average molecular weight of 1500 to 5000 and dimethylol aliphatic acid (C), and oxy ethylene group-containing polyisocyanate (E) obtained by reacting an active hydrogen compound having an oxyethylene group with allophanate modified isocyanate (E) and mixing water after a neutralization treatment with a basic neutralization agent (F) to emulsion disperse, then reacting with water or a chain elongation agent (G) which is an amine compound having two or more primary or secondary amino group.SELECTED DRAWING: None
