PROBLEM TO BE SOLVED: To provide a moving object detection device that precisely detects a moving body from a video photographed by a fixed camera by a background difference method using a background image, and a background model construction method therefor.SOLUTION: A reference pixel search part 10 searches for a candidate for a reference pixel for each of pixels of a background image Vs according to a predetermined rule. A plus-side search part 101 registers, as a plus-side reference pixel candidate p1, a pixel such that a feature quantity difference (Tij-Tp) from a pixel of interest is "plus" and a width ΔT of the feature quantity difference becomes larger than a first threshold Tp_ref1 for the first time. A minus-side search part 102 registers, as a minus-side reference pixel candidate p2, a pixel such that the feature quantity difference (Tij-Tp) from the pixel of interest is "minus" and a width ΔT of the feature quantity difference becomes larger than a second threshold Tp_ref2 for the first time. A reference pixel selection part 20 selects part of the reference pixel candidate as a reference pixel.
