To provide an electromagnetic steel that suppresses decrease in magnetic flux density during annealing for removing distortions and a method of producing the same.SOLUTION: An electromagnetic steel contains Si of 2.0 mass% or more and 4.5 mass% or less and Mn of 2.5 mass% or more and 5.0% mass or less, and further contains at least one element selected from Ca, Mg, Ce, Ti, Ba, and Be in a total of 0.0001 mass% or more and 0.1 mass% or less, with Al of less than 0.03 mass%, C of less than 0.002 mass%, and S of less than 0.002 mass%, the steel having Fe as the main component. The steel has an average crystal grain size of 60 μm or more and 80 μm or less.SELECTED DRAWING: Figure 1
