To provide a land cover learning data generation device, land cover learning data, a land cover classification prediction device, and a program for producing a highly precise land cover classification map applying a neural network.SOLUTION: In a land cover learning data generation device 100, an SAR image acquisition unit 10 acquires an SAR image, a height data acquisition unit 12 acquires height data of a position corresponding to the SAR image, and a correct answer data acquisition unit 16 receives correct answer data as to which region in the SAR image belongs to which land cover classification. A patch image cutout unit 18 cuts out an SAR patch image of a size predetermined for each of classes of the land cover classification and a height data patch image of a size same as the size of the SAR patch image, according to a position of the correct answer data. An output unit 22 outputs as land cover learning data the cut-out SAR patch image and height data patch image in combination for each of the classes of the land cover classification.SELECTED DRAWING: Figure 1
