PROBLEM TO BE SOLVED: To provide a traffic flow control apparatus configured to smooth a traffic flow in a target area, while increasing satisfaction of a user in the target area having a plurality of event spots.SOLUTION: A traffic flow control apparatus 1 for controlling a traffic flow in a target area having a plurality of event spots to be used by a user includes: a spot use information acquisition section 10 which acquires spot use information indicating a degree of use in an event spot; and a selection probability determination section 110 which determines probability that each of the event spots is selected as a recommended destination for a user located in a branch point where the user can select the event spots as a destination, on the basis of the spot use information.SELECTED DRAWING: Figure 3
