This invention relates to an irrigation system for an agricultural production area. The system receives wide area weather forecast data and sensors deployed within the agricultural production area collect local area sensor data. A processor stores received historical data as wide area weather prediction data and sensor data as local area sensor historical data. the processor determines a correlation between historical wide area weather forecast data and local area sensor historical data based on historical wide area weather forecast data and historical local area sensor data and calculates a forecast for the water supply relative to water demand within the agricultural production area based on current wide area weather forecast data and calculated correlation. The irrigation actuator is then controlled based on the prediction of water supply relative to water demand to define an amount of water to be used to irrigate the agricultural production area.
