A non-destructive testing device is provided including: a transmission side probe, which oscillates a first ultrasonic wave to a fluid to be tested; a flat plate through which the lamb wave generated by the first ultrasonic wave propagates when the first ultrasonic wave propagates via the fluid to be tested; and a receiving side probe, which measures the intensity of a second ultrasonic wave oscillated by the flat plate and transmitted through the fluid to be tested. The non-destructive testing device can test the fluid to be tested without bringing the transmission side probe and receiving side probe in contact with the fluid to be tested.
