An hydrogen production system capable of realizing high hydrogen manufacture efficiency and of stable operation control even if electric power to be supplied to an electrolysis cell is fluctuated. A hydrogen production system 10 includes a selection unit 50 for selecting the electrolysis cell 11 to which electric power is supplied in accordance with fluctuation of electric power supplied to the electrolysis cell 11, a first heat control unit 51 for holding a temperature of the electrolysis cell 11 at a predetermined temperature by using a heater 13 provided inside a reaction vessel 12, a first flow rate control unit 41 for adjusting a flow rate of water to be supplied to the steam generator 14 and holding a flow rate of high temperature steam to be inputted into the electrolysis cell 11 constant, and a second flow rate control unit 42 for adjusting a flow rate of a supplied hydrogen storage material in accordance with the fluctuation of electric power.
