A policy determination system (500) according to an aspect ofthe present invention is arranged in a core network (10) and capable ofcommunicating with a control apparatus (100) arranged in a radioaccess network (20). The control apparatus (100) is configured toperform control related to a state transition between a CONNECTEDstate and an IDLE state of a mobile terminal (300) based on a statecontrol policy supplied from the policy determination system. Thepolicy determination system (500) includes a policy determination unit(502) that determines a state control policy according to a situation ofthe mobile terminal (300), and a notification unit (503 or 205) thatnotifies the control apparatus (100) of the state control policy. Thisenables, for example, to reduce the number of signalings which arecaused due to repetition of state transition (CONNECTED-IDLEtransition) of the mobile terminal and are to be processed by the corenetwork, based on the determination by the core network.
