A strip of material for the delivery of an oral care active is disclosed. Thestrip of materialincludes a structural elastic-like film backing layer including a strainablenetwork having a firstregion and a second region formed of substantially the same materialcomposition and having aplurality of raised rib-like elements having a major axis substantiallyparallel to a transverse axisof the strip of material and a minor axis substantially parallel to alongitudinal axis of the strip ofmaterial, the first region providing a first, elastic-like resistive force toan applied axialelongation, and the second region providing a second distinctive resistiveforce to further appliedaxial elongation, thereby providing at least two stages of resistive forces inuse; and an oral carecomposition disposed on the film, the oral care composition including an oralcare active.
