Disclosed are a standardizing and arranging apparatus and method for herbaceous fibre raw materials, wherein the apparatus comprises: a material feeding device, a laminating device, a separating device and a dust collecting device, wherein the feeding device feeds materials to the laminating device; the laminating device comprises a rack and a plurality of pairs of laminating rollers arranged on the rack; a mounting shaft of a driven roller can move up and down; the laminating device further comprises a spring which exerts a downward pre-tensioning force on the mounting shaft of the driven roller; the separating device is used for separating chippings from bast fibres; and the dust collecting device comprises a housing, a dust collecting pipe communicating with the inner part of the housing and an extraction fan through which negative pressure can be generated in the housing and the dust collecting pipe. The technical problem solved by the present invention lies in overcoming the defects of incomplete separation or damage to the bast fibre and environmental pollution of an existing apparatus for separating the bast fibre from a cuticle layer, providing a standardizing and arranging apparatus and method for herbaceous fibre raw materials through which the bast fibre and the cuticle layer can be separated, and the fibre is not damaged and environmental protection is ensured.
