A fully intelligent unattended parking system and method, the fully intelligent unattended parking system comprising: an intelligent mobile phone on which a dedicated application is installed and a parking lot information management system (10) that wirelessly communicates with the intelligent mobile phone, the application of the intelligent phone being used for finding a parking space; detection cameras are installed at the entrance and exit of the parking lot and on the parking space, and a two-dimensional code (20) and a personal computer (PC) end (50) are installed at the entrance of the parking lot; a two-dimensional code scanning result is transmitted to the PC end (50), the PC end (50) confirming the information by means of accessing the parking lot information management system (10); the detection camera on the parking space is used to detect a vehicle in the parking space within the parking lot, to obtain location information of the parking space, and to upload the location information to the parking lot information management system (10); a car owner may complete payment by means of scanning a two-dimensional code (20) at the exit, and payment information is sent to the mobile phone of the car owner. The present invention solves jamming factors during parking in the existing technology, such as low toll-collection efficiency and low reliability.
