PROBLEM TO BE SOLVED: To provide an inexpensive, small, and simple unattended parking lot management system by omitting a manual operation to be performed with the magnetic card of a user, etc., in entering/going out of a parking lot and using radio transmitting equipment for preventing unauthorized parking, and to provide a parking management device for the system, and an unattended parking lot management method for the system and device.;SOLUTION: The parking management device 100 is arranged in the parking space of each vehicle in a parking lot, comprising: the radio transmitting equipment 1 attached to a vehicle C1 so as to transmit radio wave including vehicle identification information which has identification information for specifying the vehicle C1 and the user; a receiving means 2 for receiving the radio wave transmitted from the radio transmitting equipment 1 and reading the vehicle identification information; a storage means 4 for previously storing the vehicle identification information as registration vehicle identification information; vehicle entrance preventing means 6, 7 arranged in the parking space to restrict the entrance of the vehicle; and a control means 3 for controlling each means.
