An apparatus is provided which comprises: a magnet with non-insulating properties; a semi-insulating or insulating magnet adjacent to the magnet; and a stack of layers, a portion of which is adjacent to the magnet with non-insulating properties, wherein the stack of layers is to provide an inverse spin-orbit coupling effect; a layer exhibiting magnetoelectric properties; and a conductor coupled to at least a portion of the stack of layers and the layer.
