Phase change refrigerating devices that circulate a refrigerant liquid using a driving source experience significant reduction in cooling performance immediately after start up. This phase change refrigerating device comprises: a heat-receiving means that accommodates a refrigerant liquid for receiving heat from a heat source; a heat-radiating means that causes the heat of refrigerant vapor generated as a result of the refrigerant liquid being vaporized in the heat-receiving means to radiate, thereby generating a refrigerant liquid; a refrigerant liquid driving means that causes the refrigerant liquid to circulate; a first refrigerant flow path in which a refrigerant liquid that flows out of the refrigerant liquid driving means circulates via the heat-receiving means and the heat-radiating means; a second refrigerant flow path that shortens the first refrigerant flow path such that a branched refrigerant liquid, which is at least part of the refrigerant liquid that flows out of the refrigerant liquid driving means toward the heat-receiving means, circulates without passing through the heat-receiving means and the heat-radiating means; and a control means that controls the flow rate of a heat-receiving-side refrigerant liquid, which is the refrigerant liquid that flows into the heat-receiving means, on the basis of the flow rate of the branched refrigerant liquid.
