Provided are a charging realisation system and method, and a charging management functional entity. The charging realisation system comprises: a network functional entity, a user-plane functional entity and a charging management functional entity. The charging management functional entity is connected to the network functional entity and the user-plane functional entity; and the charging management functional entity is configured to execute at least one of the following: issuing an charging strategy to the user-plane functional entity or the network functional entity; collecting charging information from the network functional entity and the user-plane functional entity; and reporting the charging information.
