The present invention relates to a cosmetic composition containing a high content of an oil component and a sheet mask using the same. More particularly, the present invention relates to a cosmetic composition containing a high content of an oil component and a sheet mask using the same, wherein as an oil-in-water type emulsion containing a high content of an oil component is prepared as a nanoparticulated cosmetic composition by using a high-pressure emulsification method, it is possible to contain a large amount of an emulsified formulation including oil or wax while having fluidity like a solubilized formulation, such that when applied to a sheet mask, the oil-in-water type emulsion is evenly dispersed and soaked in the sheet mask even though the emulsion contains a large amount of the oil component; and it is possible to not only produce a sheet mask having a refreshing feeling and excellent moisture retention but also be capable of adjusting the use time by means of specific color development when applied to bio-cellulose.
