The present invention is constituted so that a controller is provided with: a first vehicle behavior signal input unit to which is inputted a first vehicle behavior signal obtained on the basis of acquired position information pertaining to the vehicle and the speed in the forward-reverse direction of the vehicle; a second vehicle behavior signal input unit to which is inputted a second vehicle behavior signal detected by a vehicle behavior detection unit; and a movement state estimation unit for estimating a first movement state of the vehicle on the basis of the first vehicle behavior signal and the second vehicle behavior signal.
