Disclosed are a road slope angle measuring device which can precisely measure a road slope angle even when the device is not horizontally installed on a moving means, and a road slope angle measuring method. According to one aspect of the present invention, provided is a road slope angle measuring device installed in a moving means for measuring an instantaneous road slope angle, comprising: a first sensor module for measuring data for calculating a movement distance; a second sensor module for measuring data for calculating an altitude; a third sensor module for measuring data for calculating an instantaneous slope of the road slope angle measuring device; and a calculation module for calculating an instantaneous road slope angle (θ) at a predetermined measurement point in time (tn), wherein the calculation module includes: a movement distance calculation module for calculating a movement distance (d) from a predetermined initial point in time (t0) to the measurement point in time (tn) on the basis of the data measured by the first sensor module; an altitude difference calculation module for calculating an altitude difference (h), which is a difference between an altitude at the initial point in time (t0) and an altitude at the measurement point in time (tn), on the basis of the data measured by the second sensor module; an average road slope angle calculation module for calculating an average road slope angle (α) on the basis of the movement distance (d) and the altitude difference (h); an average slope calculation module for calculating an average slope (β), which is an average value of instantaneous slopes of the road slope angle measuring device, on the basis of the data measured by the third sensor module from the initial point in time (t0) to the measuring point in time (tn); and an instantaneous road slope angle calculation module for calculating an instantaneous road slope angle (θ) at the measurement point in time (tn), on the basis of the average road slope angle (α), the average slope (β), and the instantaneous slope of the road slope angle measurement device which is calculated on the basis of the data measured at the measurement point in time (tn) by the third sensor module.
