A design analysis model constructing part constructs a design analysis model of a structure from design information of the structure; a dynamic characteristic measurement information acquisition part acquires dynamic characteristic measurement information of the structure from measurement information of the structure; a behavior model construction part modifies the design analysis model of the structure to conform to the dynamic characteristic measurement information and constructs a behavior model of the structure; an earthquake scenario determination part determines a scenario for an earthquake that is possible to occur in a corresponding region of the structure; a response database construction part applies the earthquake scenario to the behavior model of the structure and constructs a response database of the structure; and a risk analysis information computing part computes earthquake damage prediction and analysis information of the response database corresponding to an earthquake scenario, in the response database constructed before an occurrence of an earthquake, that has fewest differences from measured measurement data.
