A system for predicting and analyzing an earthquake damage to a building comprises: a design analysis model construction unit; a measurement dynamic characteristic information acquisition unit; a behavior model construction unit; an earthquake scenario determination unit; a response database construction unit; and a risk analysis information calculation unit. The design analysis model construction unit constructs a design analysis model of a building from design information of the building, the measurement dynamic characteristic information acquisition unit acquires measurement dynamic characteristic (natural frequency, etc.) information of the building from measurement information of the building, the behavior model construction unit modifies the design analysis model of the building according to the measurement dynamic characteristic information to construct a behavior model of the building, the earthquake scenario determination unit determines an occurrence possible earthquake scenario in a target area of the building, the response database construction unit applies the earthquake scenario to the behavior model of the building to construct a response database of the building, and the risk analysis information calculation unit selects an earthquake scenario having the smallest error with measurement data measured among the response database constructed before occurrence of earthquake by using, as a true value (reference), data measured in real-time when earthquake occurs within 5 to 10 minutes after occurrence of earthquake, and calculates earthquake damage prediction and analysis information of the response database corresponding to the earthquake scenario.
