A POS register (20) transmits a withdrawal possibility determination request (S2a) to a change machine (30) upon reception of input of a cash withdrawal amount (S1). The change machine (30) determines whether withdrawal is possible or not (S2b) by using the withdrawal amount indicated by the withdrawal possibility determination request, balance data, and secured change amount data, and transmits a determination result (S2c) to the POS register (20). The POS register (20) notifies that money dispensing is impossible when the determination result shows "withdrawal impossible". When the determination result shows "withdrawal possible", cash dispensing (S9) is made from the change machine (30), after settlement request amount notification (S3) to a debit terminal (70), debit card reading (S4), settlement request (S5) to a management server (100), reception of settlement permissions (S6, S7), and dispensing instruction (S8) to the change machine (30).
