Presented are a method and a device for, during a video encoding and decoding process, determining, an available block among adjacent blocks neighboring a current block in the same frame as the current block, deriving pieces of local luminance compensation information from the available block, determining a local luminance compensation model on the basis of the pieces of local luminance compensation information, and applying the local luminance compensation to the current block by using the determined local luminance compensation model.
