A pressure speed-regulation rotary handlebar and an accessory for refitting an in-use speed-regulation rotary handlebar to implement pressure speed-regulation. Speed-regulation rotary handlebars used on a motorcycle, electric vehicle, motorboat, snow motorcycle, and external marine engine cannot regulate speed by means of the pressure from a hand or arm; in the premise of retaining all technologies and functions of an in-use speed-regulation rotary handlebar, a lever is added on the in-use speed-regulation rotary handlebar; when the lever receives a counterclockwise pressure from a hand, the fulcrum of the lever and the rotary handlebar rotate counterclockwise to implement the pressure speed regulation, so as to allow a user to easily grasp the speed-regulation rotary handlebar when driving with cotton gloves in winter. According to the pressure speed-regulation rotary handlebar, the lever designed by a fixed method is fixed on the in-use speed-regulation rotary handlebar, and rotary speed regulation is performed by means of pressure applied to the lever by the hand, so that the pressure speed regulation of the in-use speed-regulation rotary handlebar is implemented, and the costs for replacing a brand-new pressure speed-regulation rotary handlebar are saved.
