The invention relates to a contact sensor having a multi-functional layer, and a smart robot. The contact sensor comprises a plurality of sensor units, each sensor unit comprising areas contained by four multi-functional layers; wherein, a first multi-functional layer (1) and a third multi-functional layer (3) are higher than a second multi-functional layer (2) and a fourth multi-functional layer (4), and a central distance between the first multi-functional layer (1) and the third multi-functional layer (3) is greater than that between the second multi-functional layer (2) and the fourth multi-functional layer (4); the first multi-functional layer (1) and the third multi-functional layer (3) form a capacitor C1, and the second multi-functional layer (2) and the fourth multi-functional layer (4) form a capacitor C2. All the functions of the sensor are realized through the multi-functional layers; a touch sense function is realized through electrodes of the capacitors formed by the multi-functional layers; a contact sense function is realized in the premise of improving three-dimensional force measurement anti-interference capability effectively by adopting the multi-functional layers as the inner electromagnetic shielding layer; and the multi-functional layer realizes regional shielding scanning when forming a matrix, so as to avoid crosstalk of adjacent sensor units.
