Provided is a traffic monitoring device capable of determining the cause of traffic congestion more reliably. The traffic monitoring device (10) has a vehicle information acquisition unit (11), a congestion determination unit (13), a cause determination unit (14), and an intersection identification unit (15). The vehicle information acquisition unit (11) acquires, from data received from each of a plurality of detection devices (20), vehicle information pertaining to the travel state of vehicles present in the vicinity of each of a plurality of intersections. On the basis of the vehicle information the congestion determination unit (13) determines whether congestion is occurring at each of the plurality of intersections, and determines that an intersection at which congestion is occurring is a congested intersection. When a continuous congested route that includes a plurality of consecutive congested intersections exists, the intersection identification unit (15) identifies a congestion-inducing intersection, which is an intersection inducing the congestion in the continuous congestion route. The cause determination unit (14) determines the cause of the congestion generated at the congestion-inducing intersection.
