Provided is a secondary cell capacity measurement system for highly accurately estimating SOC in a short time and at a low cost. An accumulator state-of-charge estimation system according to this invention comprises: a means for acquiring time-series data for measured voltage values and measured current values for a first accumulator; a means for normalizing the time-series data for the measured voltage values; a means for normalizing the time-series data for the measured current values; a database creation unit for creating a database in which data resulting from superimposing time-series data having a vertical time axis and time-series data having a horizontal time axis is associated with the SOC of the first accumulator; and a neural network unit for configuring a neural network using a database created beforehand as learning data, receiving data for a second accumulator resulting from superimposing time-series data having a vertical time axis and time-series data having a horizontal time axis, and outputting an estimated value for the SOC of the second accumulator.
