The present invention relates to a cosmetic composition having excellent antioxidant and antimicrobial effects and a method for manufacturing the same. The present invention relates to a cosmetic composition comprising a fermented extract obtained by fermenting five kinds of seasoning vegetables, which are garlic, ginger, spring onion, onion, and water parsley, followed by centrifugation and filtering. Especially, the cosmetic composition has an excellent antioxidative activity against active oxygen and has a strong antimicrobial activity effect especially against Staphylococcus aureus, one of harmful bacteria to human body, which produces a toxic substance acting as a superantigen on the skin surface of atopic dermatitis patients. Therefore, the composition can be used as a natural functional cosmetic composition capable of preventing skin aging and ameliorating the condition of atopic patients.
