Disclosed are an apparatus and a method for providing a parameter for object recognition, and a learning apparatus and a learning method for recognizing an object of a resized image using the same. The learning apparatus for recognizing an object the same as an input image in a resized image obtained by enlarging or reducing the input image at a predetermined ratio according to the embodiment of the present invention includes: an input unit for inputting learning input parameters including relative position information between each pixel of the input image and each pixel of a resized image, and information about the input image and objects of the input image; and a learning unit that learns to recognize the same object as the object of the input image in the resized image using the learning input parameter. The input image and the resized image have the same number of pixels and each pixel of the input image and each pixel of the resized image correspond to each other at the same position. The relative position information includes a pixel value of each pixel of the input image, a rotation angle (φ) in the lateral direction and a rotation angle (θ) in the vertical direction for the pixels corresponding to each other in the resized image for each pixel of the input image which are measured in a state in which the input image and the resized image are separated by a predetermined distance (d).
