The present invention relates to a method for distinguishing a road congestion position for establishing a road map and generating a reinvestigation path. A specialized road investigation vehicle (MMS investigation vehicle) acquires voluminous and high quality data for establishing a road map. However, there is data that is difficult to be used for establishing the road map due to an actual road situation, and thus the road map cannot be established. When the road map cannot be established, the method of the present invention digitizes a congestion degree of a road in order to perform reinvestigation and modify a reinvestigation method requiring plenty of costs.;COPYRIGHT KIPO 2019
