The present invention relates to a damping actuator apparatus and a rehabilitation exercise apparatus using the same. More specifically, the damping actuator apparatus comprises: a first driving unit providing a predetermined driving force to rotate a first output shaft; a first link unit having one end coupled to the first output shaft of the first driving unit and the other end rotating with respect to the first output shaft; a second driving unit generating a predetermined driving force to rotate the second output shaft that interworks with the other end of the first link unit; and a second link unit having one end coupled to the other end of the first link unit and the other end rotating with respect to the second output shaft. A fixed value damper having a fixed damping coefficient is formed between the second output shaft and the second link unit, thereby reducing manufacturing costs and providing a backdrivable design which is the most suitable for rehabilitation exercise of a rehabilitation patient.
