The present invention relates to a goal management system for improving nutrition problems based on a survey which derives meal management items of a user and goals thereof through a survey and records the performance of the meal management items in each meal, thereby determining whether the goal of each meal management item is achieved. The goal management system comprises: a survey preparing unit receiving results of survey items on eating habits of the user; a management item setting unit selecting, as candidates, management items to be mapped to corresponding survey items with respect to some of the survey items, exceeding a reference value; a query item extracting unit extracting, from the management items selected as the candidates, query items to be queried for a meal diary in each meal, wherein only a predetermined number of query items are extracted; a meal diary recording unit inquiring the user about the query items extracted in each meal and receiving and recording responses to the query items; and a management goal evaluating unit evaluating the recorded results and resetting management item candidates. The goal management system as described above enables the user to record only a predetermined maximum number of management items in each meal, thereby reducing the conventional inconvenience of recording all meal histories, and provides education on an accurate improvement goal, thereby maintaining continuous and periodic meal monitoring.
