Disclosed are a wireless power transmitter and a wireless power transmitting method with a low leakage electromagnetic field. According to an embodiment of the present invention, the wireless power transmitter comprises: a first beamforming unit for performing beamforming on a wireless power signal in a high-frequency band by metamaterial characteristics when the wireless power signal in the high-frequency band among multiple bands passes under a wireless power transmission environment using the multiple bands; a second beamforming unit arranged to be in parallel with the first beamforming unit, and performing beamforming on a wireless power signal in a low-frequency band by resonance frequency characteristics when the wireless power signal in the low-frequency band among the multiple bands passes; and a power source unit for generating the wireless power signal in the high-frequency band or the wireless power signal in the low-frequency band.
