The present invention provides a method and a device for manufacturing a three-dimensional electrospinning scaffold with diverse mechanical properties, porosity, biodegradability, and cytophilic surface properties. The device for manufacturing a three-dimensional electrospinning scaffold comprises: a chamber containing a medium with cells; at least two driving sources that apply at least two types of physical forces to the medium to cause an ununiformed composite flow of at least two flows mixed; a syringe located above the chamber, receiving a scaffold material and supplied with a discharge pressure from a syringe pump; a high voltage power source electrically connected to the syringe; and a ground electrode for grounding the medium.
