Disclosed are a method for fabricating a bioactive membrane by combining spin coating technology and freeze-drying technology, and a bioactive membrane fabricated by the method. The method to fabricate the bioactive membrane, according to an embodiment of the present invention, comprises the following steps: (a1) preparing a polymeric solution containing biodegradable polymers and a solvent; (a2) forming a thin film composed of the polymeric solution by the spin coating; (a3) freezing the thin film; and (a4) drying the thin film by sublimating the solvent in the frozen thin film. It is possible to provide a bioactive membrane which has a porous structure and biodegradability and a method to fabricate the same, which can be used widely in a surgery part or wounded skin.
