The present invention relates to a Scutellaria baicalensis shoot extract and a cosmetic composition containing chrysin-7-O-glucuronide derived from the extract. More specifically, the present invention relates to a functional cosmetic composition exhibiting antioxidant, wrinkle amelioration, and skin anti-aging functions without cytotoxicity and skin side effects. To this end, the method comprises the following steps: growing Scutellaria baicalensis shoots and extracting the same with an organic solvent; fractionating the organic solvent extract obtained in the previous step with hexane, chloroform, ethyl acetate and butanol; and separating, purifying, and identifying the fractionated extract of hexane, chloroform, ethyl acetate and butanol obtained in the previous step.;COPYRIGHT KIPO 2019
