The present invention relates to an ScpB protein existing in an Xanthomonas campestris pv. vesicatoria (Xcv) strain, that is a pathogen causing bacterial spot disease in the plant body. More specifically, the present invention relates to verification with respect to functions of the ScpB protein involved in pathogenicity of the strain. A composition for controlling bacterial spot disease of the present invention comprises an ScpB protein expression or activity inhibitor of the Xanthomonas campestris pv. vesicatoria (Xcv) strain as an active ingredient, wherein the inhibitor is selected from the group consisting of siRNA, shRNA, miRNA, ribozyme, DNAzyme, peptide nucleic acids (PNA), antisense nucleotide, peptide, antibody, and aptamer. According to the present invention, the ScpB protein expression or activity inhibitor of the Xanthomonas campestris pv. vesicatoria (Xcv) strain can be usefully used as the composition for controlling the bacterial spot disease by inhibiting expression or activity of the ScpB protein having an effect on pathogenicity of the Xanthomonas campestris pv. vesicatoria (Xcv) strain causing the bacterial spot disease, thereby exhibiting an excellent controlling effect with respect to the bacterial spot disease.
