The present invention relates to a method for dehydrating and drying liquid sludge and solid sludge containing sewage or wastewater by using chlorine dioxide and polar organic compounds. The sludge of high water content is treated with chlorine dioxide and polar organic compounds to decompose an EPS structure and destroy cell walls of microorganisms to remove water contained inside. Accordingly, a sludge solid product of low water content can be obtained and is dried to obtain a solid product having a water content of 10% or less.
