Provided are nanocrystalline graphene and a method for forming nanocrystalline graphene by using a plasma chemical vapor deposition process, wherein nanocrystalline graphene can have 50 to 99% of carbon having a sp^2 bond structure over the entire carbon. In addition, the nanocrystalline graphene can comprise crystals with the size of 0.5 to 100 nm.
