Provided are an apparatus for learning Hangul using a numeric arrangement, which enables a user to naturally learn Hangul by association and linkage using a combination formula of Hangul in a simple and easy method, and a learning method thereof. According to the present invention, the apparatus comprises an output server including first and second linked windows. The output server represents a first window and a plurality of subsequent windows to which the first window is linked, first linked windows of the subsequent windows are linked to a second linked window of a previous first window or second linked windows of a previous subsequent window. Numbers of 1 to 10 are sequentially arranged in a first linked window of the first window of the output sever, and nine vertical images, ″｜″ and one horizontal image, ″―″ are arranged in the second linked window of the first window of the output server.
