The present invention relates to a hydrogel hemostatic agent using pullulan and a manufacturing method thereof. More particularly, the present invention relates to a hydrogel hemostatic agent which has excellent blood coagulation ability by including calcium chloride and thrombin in the hydrogel using pullulan and which utilizes pullulan manufactured in the form of an injectable hydrogel, thereby being easy to handle and move; and a manufacturing method thereof.
