According to one embodiment of the present invention, provided is a foreign language skill testing apparatus, which comprises: a measurement unit measuring foreign language skill information including a cognitive ability and a response time through a foreign language skill test based on a cognitive ability; a classification unit classifying the foreign language skill information into first and second classification information in accordance with a recruitment group type; a feature information extraction unit comparing the first classification information with the second classification information with the cognitive ability and the response time as a comparison object and deriving the first and second feature information through the comparison; and an index list generation unit generating an index list in which the foreign language skill information is arranged in a predetermined order based on the first and second feature information.
