The present invention relates to a method for manufacturing a composite coated steel sheet with improved durability by combining an existing painting method and a metal member covering method and a composite coated steel sheet manufactured thereby. The method comprises the following steps: (a) coating a corrosion-protective paint to the surface of a steel pipe to form a corrosion-protective layer; (b) attaching a thermal insulation member along the longitudinal direction of the steel part on at least a part of the corrosion-protective layer; and (c) covering the corrosion-protective layer with a cover member and connecting the cover member on the thermal insulation member.
